That issue has been updated with a reference to another issue for the node tabs part of the request, and that patch worked great for me (https://www.drupal.org/files/issues/2188185-admin_language-translate-loc...)
But I would love it if this module also worked for contextual links, especially the ones for custom blocks, menu blocks and views blocks.
I don't think there is currently an issue open to track this possible feature enhancement.
