In TinyMCE frames (Wysiwyg API module), Admin theme's style.css rules don't apply because there is no #content wrapper there.
So only reset.css rules apply, which in effect removes all formatting inside the editor's frame.
Workaround: in admin/settings/wysiwyg/profile/#/edit, section "CSS", set "Editor CSS" to something other than "Use theme CSS".

Work well: /themes/theme_name/editor.css
