Right now we render the administrative area key, which is just a nonsensical numeric designation for the area. As with other similar countries, Estonia's address format should set 'render_administrative_area_value' to TRUE. Let's double check this for other countries we know use nonsensical keys as well.

Only Estonia seemed to be out of date; may be reflective of its administrative areas being added after the new property. Patch attached.
