The capital of Mexico, called "Mexico City" by Americans, historically named "Distrito Federal" has been renamed to "Ciudad de México". We need to update the state list for Mexico to reflect this change.

The keys are ISO codes, and a new ISO code hasn't been assigned, so I've kept DIF, but changed the label/position.
