I'm adding formating rules for addresses in Bolivia. It is very similar to other latin american countries:
- Postal code at the end
- Postal codes are not required, and seldom used in fact
- Administrative areas are called Departments in Bolivia
- There are only 9 Departments in Bolivia

UPU has very little information: http://www.upu.int/fileadmin/documentsFiles/activities/addressingUnit/bo... and Google's dataset followed that, so they both specify that the administrative area and postal code fields aren't used at all.

But also from what I read online and my friends from Bolivia tell me you are right, postal code is not used, and administrative area is not a required field. Still, having the list of departments as an optional field seems like a good idea I guess.
So this is another patch, that removes the postal code that is not used in Bolivia, but preserves the administrative field with options.

The examples I've seen online indicate that the administrative area is used, but I've seen no information on whether it is required, and looking at the bolivian post office web site gave me nothing.

jackbravo CreditAttribution: jackbravo commentedI also couldn't find any official documentation. I also contacted their postal office (http://www.correosbolivia.com/atecliente.php) but I haven't received a reply yet.
The official documents that I have seen (like official Company records they needed to buy an SSL EV certificate) didn't have a postal code, and when pressed to give one because it was a required field on their system, I saw that it was common practice to use the street number instead of the postal code. The administrative area is seldom used so it seems to be an optional field.

And click con "Consulta de empresas" which is on the "Consultas en línea" block on the left sidebar. And search for anything like BOA or TURISMO or wathever. There are no postal codes there =P.
