When I first used the Addresses module as a CCK Address, I noticed that the list of Provinces (Counties) started with 'Guernsey' and 'Jersey', which are part of the "Channel Islands" and *not* members of the "United Kingdom".
I then went on to notice that the County of "Berkshire" was missing.... Upon further investigation I discovered we no longer have a Political county/province called 'Berkshire'. However, that name still refers to an area of England as a "Ceremonial County" and people living in any of it's internal political regions would simple tell you that they live in, "Berkshire".
In my case, I have taken a more friendly list of Counties in the United Kingdom from http://www.genuki.org.uk/big/Regions/Codes.html and replace my modules/addresses/countries/uk.inc file with the one I've attached here.

bgprior CreditAttribution: bgprior commentedSame for the Location module (7.x-3.0-rc2). location.gb.inc lists the administrative authorities, not the ceremonial counties. People would rarely use the administrative authority for the postal address, they would use the ceremonial county, e.g.
Maidenhead, Berks.
