you're right for 7.x. Moving this issue to Apache Solr Common Configurations is the right way.
But for 8.x we should consider to declare Apache Solr Common Configurations as obsolete. I recently opened #2677724: Revise all schema.xml files for D8 to remove the parts of schema.xml files that aren't used anymore. These fields mostly came from the Apache Solr project.

drunken monkeyOf course, for Drupal 8 the project is obsolete, since there's only a single module anyways. (Though you should still keep an eye on the Common Configs project to adapt any changes made there, if they make sense.)
