Introducing node_view_alter(), form_alter()

Changing from preprocess() and menu_local_task() to node_view_alter() and form_alter() makes it possible to split the "enabling of rendering local tasks in contextual links" and the "disabling of tabs" into 2 settings, what makes it more flexible.
