When using Rubik, the link to "Demonstrate Block Regions" is missing... Thought it might be CSS issue, but the link isn't even on the page in source.
Then realized that in my settings for Rubik, that the "System Help" Block was not being placed on the page...
Silly mistake, but others may see this as well.... just make sure to visit /admin/structure/block/list/rubik and place your Help block in the help region!!!

The solution was that the "System help" block was not set to show up in the "Help" region for the administration theme in question (in this case, Rubik, but it can happen with any administration theme including Seven).

In case it is not obvious:
1) enable the admin theme if not enabled
2) configure the blocks you need, Seven, etc need the System help block in the Help region or a corresponding header region.
3) disable the admin theme (admin themes do not need to be enabled, so speed up the site by a few milliseconds).

Belba CreditAttribution: Belba commentedThis is also valid for D8, go to structure -> block layout and choose above the theme who is responsible for the admin pages ( in my case Seven ) put the help block in the help region (if Seven is your admin theme) and voila the link block regions appear.
