Update for l10n_client changes

Until #912252: Build reusable API, add hooks for modules, etc.. is resolved in l10n_client, we need to keep this function in sync with l10n_client. There were a bunch of changes there, and l10n_update did not support textgroups at all. So this update was well due now. Committing.
