I have checked around and cannot find this one. There are no email to settings appearing (in create webform or edit), so cannot set the email destination for the completed webform.
Using Drupal 6.9 and webform 3.4

quicksketchE-mail settings are located at node/x/webform/emails. If you can get to this page but can't see where the link is to it, your theme probably isn't rendering second-level tabs correctly.
