In a clean install of Drupal 7.0-beta2, while logged in as user 1, on the Modules page (both the overlay page and the non-overlay page), the "Install new module" link is not displayed, until the Update manager module is enabled; but it is disabled by default. This is not intuitive, because users should be able to install new modules without wanting to receive automatic notification of updates (to core and contrib modules and themes).
(My apologies if I specified the wrong choice in the Component listbox above. This is my first Drupal bug report, and I'm not sure what part of Drupal controls the contents of the Modules page.)

marcingy CreditAttribution: marcingy commentedThis seems like a valid issue but it isn't a bug as such it is a task at the moment the update module and the ability to update module via the browser are closely linked. The best option on the surface seems to be
* Enable the module by default but act on the users preferences for checking for updates and also allow the user to opt out of supplying data to d.o.

xmacinfoThe Update Manager module is configurable on the Installation configuration screen. This let the user who install Drupal to select if he want to track update and also receive email alerts when a new version is available.
Furthermore, by default, the installation will install the Update Manager module. The user have to specifically opt out if he does not want to install the Update Manager module by unchecking the checkbox.
