Help on drilling into an openlayer map

I have two separate maps, with separate Openlayer data views, that I'm trying to link through views arguments but am going crazy trying to figure it out. If anyone could help me out here I would love to be able to draft a thorough 'how to' on this but I need some help.

I essentially want a two tiered map where the first one shows a map of geotaxonomy terms, which are in this case cities (as seen here: http://173.230.148.125/content/regulated_facilities). I want to be able to click on the term and show the nodes specific to that term on a separate map. I can create the separate maps and have tried every arrangement of relationships and arguments in views but cannot create a 'drill down'effect.

If someone could point me in the right direction I'd really appreciate it and would be willing to contribute towards documentation. I think it's a matter of configuring the arguments correctly and I could bore you with all the configurations I've tried but I think I should start from scratch.
