Taxonomy parent/related terms form missing. Can not assign taxonomies or catogorize content types

Hi,
This is my first drupal post since I've been using drupal (which has been about 2 years now). I've always been the one to search things out, but this one is the first time I've come to my wit's end, and can't find any posts (2 days worth of searching) on how to fix this matter.

I'm having an issue within drupal where I can't find out how to get parent/related terms showing in the drupal taxonomy form. All I need to do is categorize products in an ubercart store using views. Simple enough, and I've done it multiple times, but for some reason this particular installation will not show it. I've done everything from upgrade drupal to the latest version (6.x group), to uninstalling and reinstalling multiple modules (taxonomy, ubercart, catalog), to removing and re-adding tables from an earlier back-up, to deleting and re-adding hoping drupal would re-write and start from the beginning.
