Authentication module

Can anyone tell me what module is being used for the "Authentication Required" pop-up box thats appears when you direct to beta (dot) drupal (dot) org? It is exactly what I've been looking for as a site-wide access control - other modules I've found only seem to block access to the content, and not blocks or menus.

Or, is it done with some code in htaccess file?
