Limit toolbar actions by role

Hi, I wanted to know if there's any way to let users only create terms, I don't want for example to let them export to CSV, they don't even know what CSV is. If there's no way, is there any plan to implement it?
I think there's a terrible lack of a good tool in Drupal to let users create terms in a simple way. Maybe there is and I haven't found it?
