Different behavior settings for overlay layers on the same preset?

I have a preset with two separate overlay layers. Layer1 is interactiv, but Layer2 is meant to serve only as a background. Is it possible to enable certain behaviors for Layer1, e.g. popups, but disable them for Layer2 on the same preset? Is there a workaround I haven't thought of? I'm using views to display the map, but it doesn't look like I'm able to turn off popups on the OpenLayers Data display.
