QA: Search Results pages

When a "filter by..." option has been selected, but results are only available in other filter categories, the filter tab will move to highlight "All", yet the results area will display "Your search yielded no results." Clicking the "All" filter will return those results.

To recreate:
Starting from the sample URL given in the issue description, or any page with results in multiple categories.
I decide I now want to find a module that supports instant runoff voting, or IRV.
Select the Modules filter
Enter IRV in the search box, and submit.

Expected behavior:
"Modules" filter tab stays selected, but shows a (0).
or
Filter moves to "All", but actually shows all results, possibly with a message "There were no matches for your filter, displaying all results."

This actually happens when a category has been selected under "Refine your search", just under the
input box. When searching for IRV without any specific category selected, the "all (26)" link under "or filter by..."
does actually list the same items that are wholly contained in the Forums & Issues category.

A possible solution would be to adding the search condition name to the results, thereby
declaring no results were found according to your filter. e.g.

"Your search yielded no results via filter: (Modules)"

Issue still can be reproduced on drupal.org. Moving to Bluecheese as Redesign project is over.

Is this still an issue after the upgrade?
