How can I Efficiently help High School athletes find and hopefully secure College Scholarships. I intend to offer a free networking solution that allows people to help themselves in an efficient manor. Any suggestions as to how 'best' to start with Drupal web design. Point me towards a direction and I will explore. Thank you,

Use Drupal Profile module and Flexinode or CCK to create custom submission.
Maybe keep the front page as static, but use Drupal in public_html or a subdomain. Installing Drupal in subdomain wont hurt page ranking, as long as you link them from index.html (if you go this way)
I'd say the front page needs to use not black or white, but some easy to eye (like light brown).
Then link your stuff to Drupal sections like login page or intro.

You can do this sort of stuff using the front_page module
The front_page.module allows you to manage full page/flash splash pages efficiently and simply with the added bonus of redirecting HOME links from within your site to a different page. So users aren't always redirected back to the splash page each time they click on a HOME link.
Good luck.
