Having devel module in top level of package screws up drush slightly since any drush file below in the filesystem gets loaded even if that module is disabled.

Dave ReidAlthough, if you move devel.module out of the root module directory, then commands like drush cdd start don't work as expected, because now users are whisked off to a sub-directory, rather than the root module directory as expected. We have this same problem with rules and entity, and are working on a core standard that base module files should always be located in its root.
