In DrupalUnitTestCase::setUp(), $conf['file_public_path'] = $this->databasePrefix which looks 'simpletestXXXXXX'.

Two things:
- we do not create a directory corresponding to this path
- the path differs from that in DrupalWebTestCase which has 'simpletest/XXXXXX'.
