How can I display a book navigation: Prev/Up/Next on a Book page variant?
I can display the book TOC, but the book navigation never appears.

I'm trying to place the 'Book navigation' block in a panel, but the block isn't listed under any of the categories. Is it possible that some of the core blocks are being overlooked in the page manager UI?
After reading #754594: Add content type plugin to show a book node's children pages menu only it looks like the problem is a required node context.
This prevents the addition of a book navigation content pane to a mini-panel that lives in the sidebar. Rather than making the context required can we just have no content be returned when the book node is not present?
