Currently there is no way for third party modules to manipulate what data is exported when using CVS EXPORT, nor can they theme the data itself... I'm the maintainer of the DART module and this is something that I've found I need for the sponsoring site of that module.

This patch creates a theme function for the CVS export data and adds an option for "showing column headers" in the first row. Thoughts?
