How to split teaser textarea permanenlty without Javascripr "Switcher" [#910806]

Hi to all,

I would like to ask which Drupal core function I have to override to reach this goal:

Instead of normal node edit form with javascript "switcher" for Teaser textarea, I Need the teaser input field to be "always expanded"...

Like the attached image shows...!
