As I'm using a custom header, I have no need for the site name to be displayed on top of it. It would be convenient to be able to enable header and site name independently in the theme settings.

The header will collapse only if site name is disabled AND site slogan is disabled AND header image is set to "None". In all other cases header won't collapse.
I have also modified the header stylings so that it's easier to hide site name and site slogan in an accessible fashion - you just have to add
class="element-invisible"
to<div id="branding">
in page.tpl.php.
