Have you considered leveraging RDF for documentation ?
(a) codify all FACTS as triples (subject/predicate/object). Ex: Feeds is_a module , Feeds requires xyz , etc , etc.
(b) these facts are modular, they can be re-combined according to what the user needs, what his goal is, etc.
(c) we could query these facts with SPARQL (there is such a module in dev, it's presently alpha).
(d) with an inference engine that leverage RDF-encoded OWL-ontologies.
(e) with backward-chaining inferences, it could answer very-specific directed questions, explain its reasoning.
(f) with forward-chaining, we could detect/fill gaps in the documentation, eliminate redundancies and rot, etc.
(g) the future, whatever it may become, will surely include the Semantic Web ; why not pioneer in this regard!
(h) we could be among the first to adopt RDF-based RDA standard for describing all types of resource content and media.

RDA (Resource Description and Access) is a new standard for metadata describing resources held in the collections of libraries, archives, museums, and other information management organizations. It aims to provide a comprehensive set of textual guidelines and instructions for creating metadata covering all types of resource content and media. It builds on the Anglo-American Cataloguing Rules developed over the course of the 20th century and now in its second edition (AACR2) .... RDA essentially standardizes how metadata content is identified, transcribed and generally structured, although it is independent of any specific metadata encoding. RDA also identifies a general set of metadata elements, and in many cases provides a controlled vocabulary for use as the content of an element. Although RDA is being developed primarily for use with resources curated in a library environment, consultations have been undertaken with other information management communities, including publishers and those operating in the digital world, to try to ensure effective alignment with the metadata standards used in those communities. One such community is the Dublin Core Metadata Initiative (DCMI) ....

yep - there are several threads on the homepage of http://groups.drupal.org/documentation-team if you want to catch up and give input there!

i'm going to mark this postponed, since it's more of a discussion to be had - when we have actual work items, we can open up new issues again. (feel free to link back to this or paste your issue text in as a comment on one of those threads.)
