Where do I get the po editor

Just enable the localization
Just enable the localization module. It will be easy there on because you can search for the text on the site and translate it from the site. No need to manually edit the po files by hand

I have managed to translate the theme
But when I post a content in my language it shows bunch of question marks like: ??????????
Is it because I did not change ISO-639 into my windows-1251? But I don't know how to change it and where to change it
