I created new user category called "editors" and tryed to give them authorization to put site in maintenance mode. I gave the new the editors permission to put maintenance mode(i checked the button maintenance button under system). But when you loged as an editor, you still couldnt put the site in and out of maintenance mode until i gave the editors the permission to Administer site configuration. Somebody please check this, and tell me if you have the same problem.

asimmonds CreditAttribution: asimmonds commentedThe only permission that is related to maintenance mode is titled "Use the site in maintenance mode" on the permissions page.
This allows a user to use/access the site while in maintenance mode, not allow them to put the site in and out of maintenance mode.

heather CreditAttribution: heather commentedThis is a feature request, rather than a bug. Moving to D8!
Currently, if you want certain individuals in a role to be able to move a site in and out of maintenance mode, you'd need to give them permissions to
"Administer site configuration, Warning: Give to trusted roles only; this permission has security implications."

dpiThe original user wanted to grant users to put site into maintenance mode. He picked access site in maintenance mode, instead of administer site configuration.
User error.
