Hmm I think a small part is also done in here: #855420: Doc cleanup for xmlrpcs.inc and add missing doc headers. Apparently these files were pretty bad.

I did a little research and this looks good. Didn't understand the ',' issue but found this on the coding standards page: Note the comma at the end of the last array element; This is not a typo! It helps prevent parsing errors if another element is placed at the end of the list later.
