Nested lists for 2-level tabs are notoriously difficult to style , without resorting to position:absolute or position:relative, which would not work with many layouts.

This patch (by JonBob) changes the output to 2 lists , instead of the usual one.

The patch in this issue is the better one; the older version would display subtabs whenever any existed, regardless of whether they fit under the currently-selected tab.
