I've finished theming my main site and want to begin theming the comments so I made a test page and set the comments to active but alas, they do not show.
I checked the page source and found the code is commented out:

</ul>-->I'm using the Zen framework and I've only edited the user-profile and page templates but have not been able to find that code snippet in them.
Could someone please help me?

- Can you tell us in a step-by-step format exactly what you've done to the comments template so far to get to where you are now?

I made no changes. I just wanted to see the default comment scheme so I made a test post, enabled comments, and hit submit. The add comments button does not show.
