Version 2.x integrates with Feature. If some Views use filters based on the taxonomy terms on the source site, will the imported Feature synchonise the terms with the Views filters on the target site once the Feature is created and enabled?

I've just tried to export and import terms within a Feature using the 6.x-2.x-dev but it didn't create any vocabulary on the target site.

No, currently this isn't currently supported or managed. The issue is the views are relying on the sequential taxonomy term IDs. These (likely) won't be the same across sites. There isn't an easy solution to this unfortunately. For more information look at some of the issues in the node_export module's issue queue around preserving node ID's and user ID's during node exports.
