I would like to restrict the parent item for my blogs so that if a user makes a new blog item it will always have a certain parent item unless you are authorised to change it, like a default parent for blogs. I would prefer not to use the category module for this.

Is there any way to have a default parent for blogs?

I created a view with the views module that shows one page and filters out everything except the nodes that are a blog type and that have been made by a certain user. So you can click through the blog pages by using the next and previous buttons. You can also create a menu item with the views module and put it where you want with the menu module. This way the blog items will appear in their default menu parent (my blog) but they will always be part of the view so they will always have the parent that you gave the view no matter where you put the individual blog items....no confuesed user can mess it up.
