when i click en edit content o en administer content in drupal the follow message appear
"The connection was refused when trying to connect to localhost."
this es the problem but is strange, because i and others usars can view all the page, all the content and wec can add comment, but when i am going to administer content cannot
this problem is form today, i spent 3 months work in project of drupal for my university and always run fine, but this mornig sudendly appear this
what is the problem?
please i need follow working, it is very important for me

Did you set your $base_url
Did you set your $base_url in sites/default/settings.php ?
If you did, did you set it to localhost for offsite testing ?

i dont have any base_url, i never have it
i spent three months with my site in drupal and i never have a base_url
but, hoy i set it? explain me please, i know in the setting.php in directory sites/default of my proyect directory.

Check your logs
Check your webserver error log and access logs.
Failure to connect to the database may not have anything to do with your access of /admin -- it could be pure coincidence. What is the server load at the time the problem manifests itself?

are you using the first user account? uid=1
check the access control settings for the comments.
make sure your "cache settings" are disabled in "settings"
check your settings.php file again.
