Jeff Burnz CreditAttribution: Jeff Burnz commentedhttp://www.cleancss.com will do it if you select the "Sort Properties" option, problem is it also does a lot of other things, like stripping comments. I use this tool when we shift from dev to production. Maybe some software out there, one of those CSS helper/writing programs that can do it?

I remember that there was a nice wizard in Expression Web, but I don't have access to this software right now.
