i saved the file, but when i try to open it nothing happens

Well, you need a program that handles .tar and .gz files (such as 7-zip).

I'm afraid that is pretty basic, and I wonder whether you will be able to use Drupal successfully. You may want to check Is Drupal right for you.

there's a green "Download" block near the top right corner of the Drupal homepage.
