Can somebody tell me if the Job Search Module is still being maintained, and if not, why isn't it taken down from the official module list?

When I go to the bugs page, there are bugs that have been reported over 6 months ago and that have not even gotten so much as a response:

In addition, although it says it works with Drupal 4.7, when I try it out, I see several glaring errors that should have been seen with even minimal testing.

This is really frustrating. Who is responsible for making sure all listed modules meet a minimum standard of quality?

I'm not the Job Search module maintainer/developer, but I do believe the current 4.7 version is being maintained.

Which bug are you referring to that was reported over 6 months ago, the "No taxonomy, no workflow in 3.6.5" one? If so, because it's something pre-4.7, I doubt there will be much interest in fixing it at this point in time.

When volunteer developers spend their precious time working on something, they're going to focus for the most part on code that is relatively current. Should it have been fixed way back when during the time the bug was submitted? Perhaps, but I don't know the specifics.

As to your question, "Who is responsible for making sure all listed modules meet a minimum standard of quality?", I believe each module contributor is responsible to do self-testing, or they at least should. However, as with a lot of OSS, nothing is exactly guaranteed and so you need to always do your own testing on a test site as much as possible. If things don't work, search for answers and ask questions on the forums.
