or ideally, support pubsubhubbub publisher protocol.

* How should changes in feed be detected (API call for producer of content? Polling???).

Option to declare feed's Hub server(s) is provided by Views RSS: PubSubHubbub Elements - a helper module for Views RSS 2.x. Everything else, as I see it, is out of scope of this module.
