Renaming the Forum should be easier. At the moment it isn't possible to rename the forum directly. you have to modifiy the code.

it would be better to set the forum name via the admin control panel.

No, Locale does not fix it because there is no t() on the title. (From 7.15:)

Hence, no translation mechanism I have tried works at all.

However, one may change the vocabulary name to make a hard change.
