I'll probably implement this as a small independent module that will highlight the "target" whenever you click on a link with "#in-page-target" in the url.

Thank you jmesam for the tip, without you it would have taken me a while to find the right solution. (And i shudder at the thought that I would've went ahead and implemented the same in javascript!)
It turns out I cannot know what colors people use for their text and background, but I decided to go ahead anyway and use #eeeeee (light gray). README.txt was updated to explain how you can change this to some other color in your theme.
It was also necessary to change some class names in the HTML, so README.txt reminds users to clear their Drupal cache after upgrade.
