Blocks appear with their default name as title and the customized name (assigned in /admin/build/block/configure/blockx/0 ) is ignored. Is it meant to be like this?

Answer to myself: actually the issue was gone once I opened and saved the blocks from inside the theme (it seems custom block names are saved/stored on a "per theme" basis).
