For example, Pathauto adds its pages as local tasks under the admin/config/search/path location. As they're not defined as MENU_NORMAL_ITEM, we get diddly crap defined in our 'Pathauto' block on admin/by-module. Even though we've even defined a specific configure location (admin/config/search/path/pathauto) in pathauto.info.
