The two provinces (CEUTA and MELILLA) are missing in location.es.inc.

What can I do? it's just a matter of including both in this file.

I just don't know whether i can include those two provinces, and how.

edit the file to be the way you think it should to include the items that are missing. Then make a patch and post your patch here.

I actually looked this up and it looks like our location.es.inc, currently, is incorrectly using 'ML' for 'Malaga', when it should be 'ML' for "Melilla" and 'MA' for Malaga.

This means that any patch for this will need to also include a .install db update, both for D6 and D7.
