I see the possibility to make administrative comments on an order page.
But the entered comment is never saved.

The order user comment is not enabled/accesible for the user, maby this has something to do with it.

Can you please give some details? What "order page" are you talking about? admin/store/orders/% ? admin/store/orders/%/edit ? Give an example URL. What do you mean by "The order user comment is not enabled/accesible for the user" ? What have you disabled, and how did you disable it? Did you change admin/store/settings/checkout/edit/panes ? What are the settings there? Did you change admin/store/settings/orders/edit/panes ? What are the settings there? Without more information, your issue can't be reproduced.

Ok, no problem:

When looking at a specific order:

and at the bottom typing an admin comment when save node, its not saved.

"The order user comment is not enabled/accesible for the user"
In ubercart its possible to give the normal user the possibility to add a comment, this is disabled in our system
throug cheqout pane options:
