Ability to Edit Pages

There's actually two questions here;

1. I only seem to be able to give "Editors" the ability to Edit pages if I grant them "Administratior" rights.
The "Access Rights" for Editors and Administrators are almost identical.

Any ideas and when I've sorted out the first question...

2. How do I grant a one editor access to Edit say one section/book and another a different book?
