Allow indivisual users to create polls for EACH article or page. (preferably allow me as the admin to limit the flexibility a user has, ie, limited number of poll questions, all polls must use radio buttons, all polls must let all visitors vote etc.) Also, poll results showing indivisual user names who voted(not required but desired)… and of course, limiting votes to 1 per ip or cookies

Banner ads / adsense ads can automatically be placed on thousands or millions of pages in a template system (ala myspace) without having to place code manually on each page.

Users (editors) / visitors to the site can select which language to view or edit the site in, and the ENTIRE site reflect this language change.

Allow articles to be rated and users to sort articles by rating.

Here are some pointers:

1) There is a "poll" module as part of Drupal core - I've never used it so I don't know whether it has exactly the features you want though

2) Banner ads - you can do this (I've done it very happily though I use only a fraction of the functions) using the contributed Banner module

3) Select which language to work in: yes, you can do this easily using the built-in locale module which will switch the interface (though if you are using contributed modules you may have to translate the interface yourself - and contribute it). If you want people to be able to work on different language versions of the same content (ie the same content in English, French, Spanish etc) then you will need to use the Internationalization module which will allow you to flip between languages

4) Rating articles: never done this myself, but you could look at the Node vote module

Important note: since Drupal has just undergone a major upgrade from 4.6 to 4.7 the contributed modules are in the process of moving to 4.7 and may not all be available yet in 4.7
