The current order of fields on the update status module config page (admin/reports/updates/settings) doesn't make sense. It is:
email addresses to notify
how often to check for updates
what to email
check disabled modules/themes

Here's a patch to make the order more sensible:

check disabled modules/themes
email to notify
what to email

Looks reasonable. However, if you're moving the setting, the $notify_emails variable should move with it.
