This is part of the "Help File Fixup" that is for upload module. See #537828: Help text for core modules - update to conform to new standard

i've rewritten every letter of the original

i noticed that i had no use for the term "upload" and used "attachment" instead. i think the name of the module (although it has been around since living memory) may be wrong and should be "Attachments" ...

as a bonus i replaced the word "post" in the intro text of the config page at admin/config/media/uploads

i think my version needs a second look as it is a bit boring with many sentences starting with "You can" ...

text before:

"The upload module allows users to upload files to the site. The ability to upload files is important for members of a community who want to share work. It is also useful to administrators who want to keep uploaded files connected to posts.

Users with the upload files permission can upload attachments to posts. Uploads may be enabled for specific content types on the content types settings page. Each user role can be customized to limit or control the file size of uploads, or the maximum dimension of image files.

For more information, see the online handbook entry for Upload module.
"

text after:

"About
The upload module allows you to attach files to pages in your website. You can configure the type and the maximum size for the attached files. Also the maximum dimensions for uploaded images can be defined. To attach files to pages the module must be enabled, the right permissions must be set and the "Attachments" option under the "Publishing options" of the content type must be switched on. Attached files will be stored in the folder you defined in the File system settings. For more information, see the online handbook entry for upload module.
Uses
Attaching files
You can attach files to a page at the "File attachments" option when you create or edit content. Select a file on your computer and click "Attach". After the file has been attached it will be shown at the bottom of the page. You can disable that by unchecking the "List" box. You can change the file description that will be shown to the visitors in the "Description" field. You can delete attached files by checking the "Delete" box and saving the page.
Configuring attachments
You can define the allowed file types (pdf, doc, jpg, docx, et cetera) and the maximum file size on the module's configuration page. You can define different settings for each role. If the attached file is an image you can define the maximum dimensions of that image."

just skimmed that quickly before i run out for the afternoon, but i think it's actually important to keep the word 'upload' to an extend, as the module is focusing on uploading, and not just attaching the files to content - especially as files move to becoming "1st class citizens" of drupal, they may not even need to be attached to content to exist in the uploaded files dir. so for eg. "The upload module allows you to attach files to pages in your website." should really be "The upload module allows you to upload and attach files to content in your website." or something like that, etc.
