What this module is bringing comparing to the set : Trigger-action-rules which is already in Drupal core ?

I don't believe there's a trigger on role change. That's what this module is about.

I have intended to implement a trigger in this module, because I believe that would be a better overall solution. Just a trigger, and you could do with it what you want.

Patches and followups are welcome.
