I want to create a forum topic that will always remain at the top of the list or one that users cannot add to, as a sort of guidance topic.

How can I achieve this?

To create a "locked" forum topic, such that users cannot add to it, select "disabled" under the "User comments" category when creating the topic. (The category seems to be called "Allow user comments" under 4.3.x, and "User comments" in 4.4RC.) This post will not, however, remain at the top of the list.

Sticky topics are currently impossible to accomplish in a stock 4.3 or 4.4 Drupal install. However, I have created a patch which allows this and other custom-node-ordering functions. It is for 4.4RC and/or CVS only. If you're interested, I'd be happy to help you get it working, as I'm looking for votes to include this functionality in the 4.5 release.
